The CMU Traffic Ordinance provides, in part:
"No funeral, procession, or parade, excepting the forces of the United States Armed Services, the military forces of the State, and the forces of the police and fire departments shall occupy, march or proceed along any street or roadway except in accordance with a permit from the Central Michigan University Office of Student Activities and Involvement and such other regulations as are set forth herein which may apply. No sound truck or other vehicle equipped with amplifier or loudspeaker may be used unless written authorization is obtained from the Central Michigan University Office of Student Activities and Involvement."
